White Rabbit Technology-Based IST Dissemination Demonstration Network Commissioned in Bengaluru

The Development

Union Minister for Consumer Affairs, Food & Public Distribution and New & Renewable Energy, Pralhad Joshi, commissioned the White Rabbit Technology-based Indian Standard Time (IST) Dissemination Demonstration Network at the Regional Reference Standard Laboratory (RRSL), Bengaluru, on 16 July 2026. The demonstration network has been jointly developed by the Department of Consumer Affairs, CSIR–National Physical Laboratory (CSIR–NPL), and the Indian Space Research Organisation (ISRO), and represents a fresh milestone under the government's "One Nation, One Time" initiative. Earlier the same day, the minister had also visited ISRO headquarters in Bengaluru to review the broader Indian Standard Time Dissemination Project and inspect the facilities built for the initiative.

About the Network

The network was commissioned at the Regional Reference Standard Laboratory (RRSL) in Bengaluru and enables the secure dissemination of UTC (NPLI)-traceable Indian Standard Time — that is, IST anchored to India's national time-keeping authority — using Precision Time Protocol (PTP)-based White Rabbit technology. It is designed to deliver highly accurate, secure, and resilient time synchronisation for sectors where even minute timing discrepancies carry outsized consequences, including banking and financial markets, telecommunications, power systems, transportation, digital governance, and other strategic infrastructure.

The Department of Consumer Affairs, working with CSIR–NPL, ISRO, SEBI, the National Stock Exchange, BSNL, and other partners, successfully completed verification of secure IST dissemination between RRSL Bengaluru and the NSE facility in Chennai.

This successful trial run between Bengaluru and Chennai is significant because it demonstrates, in a real operational setting, that the indigenous network can deliver trusted, high-precision timing to a live financial-market participant — a proof of concept for eventually scaling the system nationwide. Under the broader "One Nation, One Time" programme, multiple regional time centres linked through atomic clocks and optical fibre networks are envisaged to distribute a uniform Indian Standard Time across the country, an effort that also aligns with proposed Indian Standard Time Rules intended to make IST the authoritative time reference for official, commercial, and administrative purposes nationwide.

White Rabbit is an advanced networking protocol that allows devices connected via optical fibre to synchronise their internal clocks to an accuracy of less than one nanosecond — one-billionth of a second. It was originally developed at CERN, the European Organisation for Nuclear Research, for use in high-energy physics experiments, and functions as a high-precision upgrade over standard Ethernet networking by combining Precision Time Protocol with Synchronous Ethernet. Its central innovation lies in its ability to continuously monitor and compensate for signal delays across long distances, ensuring that every node in the network stays precisely aligned and effectively eliminating the "time drift" that plagues conventional timing systems. The technology is already deployed at scientific facilities worldwide, including CERN itself, and is now being adapted for India's national timing infrastructure.

A large share of India's digital backbone — spanning telecommunications, banking, and financial-market operations — currently depends on foreign satellite-based timing services such as the US-operated GPS.
